- "I decided to seek companionship, but I cound'nt(sic) do it in my old form. I built myself a body out of the Robot Master technology, and I gave it the ability to create a hologram of itself to fool attackers in case I needed to defend myself... I called myself Decoy Man, based on my hologram weapon. And I fled here, but I was still lonely."
- ―Decoy Man, through signs in his level
Decoy Man is a Robot Master from Make a Good Mega Man Level 3, found at the end of his titular level. As is explained in the level, Decoy Man is actually the Energy Element he drops upon defeat, having gained more sapience than others of its kind, and constructed a Robot Master-esque body around itself in an effort to find true companionship.
Battle
After landing in the center of the arena, Decoy Man will fire a single horizontal shot in Mega Man's direction, then repeat a simple pattern:
- Jump about a quarter of the arena's width toward Mega Man.
- Fire a horizontal shot in Mega Man's direction and generate a damaging "decoy element" in the current location of his Energy Element. It lingers for about a second, blocking bullets until it fully disappears.
When his health reaches 20 or lower, Decoy Man will create a hologram duplicate of himself. The duplicate looks like Decoy Man without an energy element in its "chest", and it mirrors Decoy Man's position relative to the center of the arena. It deals no contact damage to Mega Man.
When his health reaches 13 or lower, Decoy Man's duplicate will fire buster shots in tandem with the original. These can hurt Mega Man.
Destroying Decoy Man's robot body will not make the decoy elements disappear any faster. Mega Man risks getting hurt if he tries picking up the Energy Element too hastily.

Trivia
- There is a glitch with Decoy Man’s simplistic pattern that can kill him immediately. He only determines whether to jump left or right depending on Mega Man’s position, so by standing against one of the arena walls (or not moving at all upon entering), Mega Man can “trick” Decoy Man into jumping through the wall and out of the arena. This will defeat him and eventually teleport the Energy Element where Mega Man can pick it up.
