"Sonic Bill" is an enemy from Rockman & Forte: Mirai Kara no Chousensha. It is a small missile robot with feet.
Sonic Bill was first made available in the devkit for Make a Good Mega Man Level 2, where it appeared in the entries Cardinal Man, Volcanic Furnace, Bouncy Castle, and Rad Gravity. It returned in Make a Good 48 Hour Mega Man Level, and was used in the levels The Tiki Tiki Tiki Tiki Tiki Room and Pandora's Parlor.
