The Power Plant is the twelfth Tier in Make a Good Mega Man Level 3.
This tier has the levels ranked from 46th to 35th. To unlock the Tier Boss, at least 7 Energy Elements from the tier's simulations are required.

Secrets
The Static Room
In the top-left corner of the tier, above Gravity Wumbo and hidden behind a secret passageway, is a treadmill. Running on this treadmill causes the Sheep Man hatch to the left of Nowhere yet everywhere: When the world may loop to open, allowing access to a hidden room with Volt Man and a teleporter leading to a room where various robots under the guidance of Static Man are generating static electricity.
Toad Dummy
After initiating the Toad Dummy sidequest, Tier 12's Toad Dummy can be found hanging on the underside of one of the elevator platforms at the far right of the tier. It can easily be destroyed by using Propeller Vortex while standing underneath it.
