―Note in Cloud Bomber's code, Make a Good Mega Man Level

Cloud Bomber is an enemy from Make a Good Mega Man Level. It is an enemy based on the Lakitu enemy from the Super Mario Bros. series, sharing a very similar design with it. It appears in the entry Mega Man World, as well as the Wily stage Flashback Database. The remake adds it to the Wily stage Hall of Fame.

Behavior

Cloud Bombers fly above Mega Man and follow him around, occasionally dropping large spiky balls known as Punctoids down below. Although Punctoids explode upon impact, the explosion itself is totally harmless (in Remastered, this is not the case). Cloud Bombers have extremely high levels of HP, which, combined with their tendency to stay out of range of most weapons, makes outrunning them a more viable option than trying to destroy them.
