Fooley is an enemy from Mega Man V. It is a robot that flies using a propeller and a pair of jets, while a pendulum swings beneath it.

Fooley was first available with the release of the Megamix Engine, and was a devkit enemy in all games to use it. However, it wouldn't see use until Make a Good Mega Man Level 3, in which its only unmodified appearance was the entry Spectrum Science. An altered version of the enemy would appear in the same game via the Shrine of Nebula room "Fooley Cooley 2: The Cooler Fooley".

Behavior

Though it's a slow-moving enemy, Fooley is able to slow down time for Mega Man, significantly lowering his movement speed. After slowing time down, Fooley drops projectiles beneath itself, and their proximity to one another combined with Mega Man's slow speed makes dodging them harder. The time slow effect is undone when Fooley leaves the screen or is destroyed.

In "Fooley Cooley 2: The Cooler Fooley", Fooley lacks its time slow ability and projectiles. Instead, it creates a Snow Field column above and below it, granting Mega Man invincibility as long as he stands within it. These Fooleys are also completely invincible themselves.
