"I've heard Fooley Cooley is a good anime, but I've never seen the appeal, personally. Oh, also it can slow down time for Mega Man. Good for it."

Fooley is an enemy from Mega Man V. It is a robot that flies using a propeller and a pair of jets, while a pendulum swings beneath it.

Fooley was first available with the release of the Megamix Engine, and is planned to appear in the devkits for Make a Good Mega Man Level 3 and Make a Good 48 Hour Mega Man Level.

Behavior

Though it's a slow-moving enemy, Fooley is able to slow down time for Mega Man, significantly lowering his movement speed. After slowing time down, Fooley drops projectiles beneath itself, and their proximity to one another combined with Mega Man's slow speed makes dodging them harder. The time slow effect is undone when Fooley leaves the screen or is destroyed.
