Justice Man is a tier boss in Make a Good Mega Man Level and its remake, originating from the fangame Mega Man Rock Force. A robot created by Dr. Light to train the Rock Force, Justice Man went rogue and was ultimately destroyed by Mega Man in battle, seemingly for good.

Make a Good Mega Man Level
Justice Man appears as a tier boss in Tier 4, rebuilt by Dr. Wily much to Mega Man's surprise. He tries to fool Mega Man into thinking he was the villain all along, but it fails.
Battle
Justice Man will always jump at Mega Man first thing. Then he will randomly perform one of the following moves:
- Jumping into the air and throwing out 8 orbs.
- Summoning a laser, telegraphed by some sparkles.
- Jumping into the air and throwing 3 orbs that bounce around the room.
- Jumping into the air and firing orbs straight down.
- Sliding.
- Jumping into the air and shooting a rapid-fire shot at Mega Man.
- Firing a shot resembling Mega Man's charge shot.
Dialogue
Mega Man: JUSTICE MAN?! YOU'RE back?! How did Dr. Wily even get the data required to revive you?!
Justice Man: Yes, it is I, Justice Man! I was behind everything the whole time! Dr. Wily was my pawn!
Mega Man: Uuummm... If you think I believed that for a second, you're dumb.
Justice Man: Dangit, I thought I had you there. Whatever, I'm still gonna murder you now.
Make a Good Mega Man Level Remastered
Justice Man returns as Tier 4's boss; however, rather than being rebuilt, he is now a holographic copy (referred to in dialogue as "Holo-Justice Man") of the original Justice Man in keeping with the character's permanent death in Rock Force.
Battle
Like his fellow tier bosses, Holo-Justice Man now follows a set pattern with his attacks, using the following in sequence:
- Jumps forwards a short distance, then slides to the other side of the room.
- Fires a Charge Shot that gradually slows down and reverses direction.
- Flies to the centre of the screen and summons two robotic eagles that divebomb Mega Man.
- Hovers above Mega Man while airborne, before diving down at him, appearing at the top of the screen after going off the bottom. He dives five times before crashing into the ground.
- Flies upwards and rapidly fires nine large energy shots that slowly fly towards Mega Man.
- Creates three large laser beams that appear directly under Mega Man. The first is done after Holo-Justice Man drops to the ground, the second after he jumps forwards, and the third after he slides. Each time, the laser is telegraphed by a set of sparkles rising from the bottom of the screen a few seconds before the laser appears. After this, the pattern begins all over again.
Upon losing half his health, Holo-Justice Man refills it up to 20 bars, then creates a duplicate of himself that fights alongside him. The copy starts its attack pattern with the diving attack, while the original starts from the beginning. Both the original and the copy share the same health bar, and either one can be damaged to deplete it.

Mega Man: Justice Man?! But you died a long time ago...?
Holo-Justice Man: ..L..o.a....ding... Now only I remain with the spark of freedom. I will preserve it at all costs, Mega Man. You know this.
Mega Man: Hold on...why is this happening?!
Holo-Justice Man: Fix me? I'm afraid you're beyond hope, brother. Let me send you to that scrap heap you so desperately defend.

Trivia
- He is the only MaGMML tier boss to not appear in Make a Good Mega Man Level 2 in any shape or form.
- In Make a Good Mega Man Level Remastered, Holo-Justice Man's dialogue is lifted verbatim from Mega Man Rock Force. Notably, he will always call the player "Mega Man" and "brother" regardless of their costume, since he is a hologram using the original's memories.
