The Sewers are the first tier in Make a Good Mega Man Level and its remake. It is a small sewer containing the levels ranked 20th to 17th, as well as a number of Robot Masters. The boss of the tier is Jolt Man from Mega Man Eternal1/Him from Mega Man ARM 2.1R

Trivia
- Tier 1 features the only level in the original Make a Good Mega Man Level to be skippable, City War. Since Skip Teleporters weren't created until Make a Good Mega Man Level 2, an additional Energy Element is placed at the start of the stage (in Make a Good Mega Man Level Remastered, a Skip Teleporter takes its place).
- In the original Make a Good Mega Man Level, Tier 1 lacked a name; Make a Good Mega Man Level Remastered gave it one via the Sound Test.
