Emperor Pepe is a midboss in Make a Good Mega Man Level 3. He is a giant version of a Bomber Pepe, wearing a crown. He appears in the level Explosives Factory, and also appears in the Judges' Choice Arena at the Limestone Pagoda (in the Refurbished Legion All-Stars encounter).
Behavior
Emperor Pepe will randomly choose between two attacks, but will never perform the same attack more than twice in a row:
- Throw two bombs in arcs, which create harmful explosions upon hitting the ground. Mega Man can safely avoid these explosions by retreating.
- Throw two bouncing eggs (one at a time) which will create harmful explosions if left alone. The eggs can be destroyed with weapons.

Trivia
- Emperor Pepe is a significantly modified Gamarn and Gamadayu. The latter's laser attack is replaced with a double egg throw, and the overhead bomb throw is tweaked (early testing had the bombs landing well short of Mega Man's position). Additionally, Emperor Pepe's hitbox is his whole body rather than just the eyes.
