Decoy Man is a Robot Master from Make a Good Mega Man Level 3, found at the end of his titular level. Rather than being a "true" robot, he is supposedly a sapient Energy Element that constructed a robot body for itself in a bid to find companionship. This body has the ability to create a hologram of itself to confuse his enemies.
After clearing the Wily Stadium, Decoy Man seems to appear as an NPC in the Limestone Pagoda, but is in fact only a hologram that doesn't speak.
Battle
Decoy Man follows a very simple pattern, firing a single projectile at Mega Man, creating a large ring from the Energy Element within him, then jumping forward a short distance before repeating. The ring lingers in place for a second before dropping downwards.
Upon reaching 18 HP or less, Decoy Man will create a hologram of himself, identical save for the lack of an Energy Element in its chest. It mirrors Decoy Man's current action and position, but cannot be harmed, create element rings, nor inflict contact damage. When Decoy Man has 13 or less HP, it will start firing harmful projectiles whenever he does.

Notes
- Decoy Man's lore builds off of a plot point raised in Make a Good Mega Man Level 2 — the idea that Energy Elements are sentient to some degree. The time gap between MaGMML3's submission period and the game's release ultimately did away with the idea, with other games writing it out and Tako Trash confirming their non-sentience in one of its stories.
- A bug with Decoy Man can cause him to clip through the walls of his boss room and fall offscreen, killing him instantly.
- Decoy Man is programmed to occasionally shoot several projectiles in random directions if the Megamix Engine's difficulty is set to Hard. Since MaGMML3 doesn't use difficulty settings, this behaviour cannot be seen in-game.
