Doctor Reginald Regal

Doctor Reginald Regal is a major antagonist from the Mega Man Battle Network sub-series, and appears in Make a Good Mega Man Level 3 as the game's primary antagonist. In the original Battle Network series, Dr. Regal is the son of Dr. Wily and the leader of the cyber-terrorist organization Nebula, with ambitions to create a world where humanity fully embraces evil. His appearance in the MaGMML series keeps much of this motivation intact, but gives him a much more comedic and inept persona while removing his relation to Dr. Wily altogether.

According to Dr. Light, Dr. Regal was once a member of the Simulation Committee, and was known to perform experiments with the energy output of simulations. At some point, his unethical experiments became known, and he was subsequently fired. After this, Regal disappeared, never letting go of his ambitions.
Although he doesn't physically appear until MaGMML3, that game retroactively reveals Dr. Regal was behind the events of Make a Good Mega Man Level 2, having taken over Dr. Wily's Secret Bunker and stolen the Reality Core during Dr. Wily's vacation during Make a Good Mega Man Level: Episode Zero. The Dr. Wily seen in the former is also revealed to have been a robot duplicate controlled by Dr. Regal from behind the scenes.
Make a Good Mega Man Level 3[edit]
Dr. Regal makes his first physical appearance after Mega Man obtains five Tier Ranks. Shortly after making his introduction to Mega Man, Dr. Light, and Ernest Will, he attempts to erase Mega Man from existence using a new Reality Core; however, it fails and bursts into confetti, causing him to portal away in embarrassment. His next appearance comes after Mega Man collects nine Tier Ranks; he reappears outside the Victor Heights hotel claiming to have "reinvented" himself, but quickly drops the new look after Mega Man and Ernest mock him for it. Regal announces his plans to sabotage Ernest's tournament by sending spy robots to infiltrate it, only for the scheme to fail when the lead robot is stuck and found by Ernest's security staff, preventing it from signalling the others. Defeated again, Regal retreats.
After collecting thirteen Tier Ranks, Regal is seen wandering in a depressed state, and attempts to convince Cerberus Man to join him, only to get attacked by the Robot Master in disgust. He then attempts to manipulate Element Man into joining him and fails, enraging Element Man in the process. While telling Element Man to get away, Dr. Regal is inspired to begin a new scheme to kidnap Mega Man's loved ones.
After collecting all fifteen Ranks, Dr. Regal leaves Mega Man a taunting limerick claiming to have kidnapped Mega Man's friends and family, although, as Light confirms, they're all safe and sound. When Mega Man confronts Dr. Regal, he reveals who he believes to be Mega Man's closest friends (a blue Pipi, a crudely-drawn cardboard cutout of Eddie, and Princess), before threatening to brainwash them into his evil minions. However, he is cut off by the arrival of Ernest in the Wily Jet, and he escapes to his fortress. Mega Man and Dr. Wily team up to destroy the fortress, and shortly afterwards Dr. Regal confronts the latter directly using the Regal Machine, creating a dark portal to the far left before the battle commences. Mega Man emerges victorious, though before Dr. Regal can use his Regal Capsule, he is shot down by Ernest, swallowed by his own portal, and ejected to parts unknown, his plans thwarted for good.
Dr. Regal is not seen again until the postgame; after collecting all 242 Energy Elements from the contest entries, he places the head of his Wily decoy outside Victor Heights to bait Mega Man. He reveals his newest plan: to unleash an ancient evil from the Grey Isles that he'll use to spread evil and chaos across the world. Mega Man chases after him, and encounters him just as he prepares to enter the Shrine of Nebula. Once Mega Man arrives at the inner sanctum of the Shrine, Dr. Regal rants at Mega Man for spoiling his plans before revealing the sarcophagus of Nebula Grey, an incarnation of hatred who was sealed away millennia ago. Regal successfully unseals the entity, forcing Mega Man to battle Nebula Grey as he awakens. Upon awakening, however, Nebula Grey announces to both him and Mega Man that he's renounced evil after experiencing human culture via radio broadcasts, causing Regal to throw a tantrum. Nebula Grey proceeds to teleport the despondent Regal back outside the Shrine for his safety, as Nebula Grey needs to duel Mega Man to burn off his excess Dark Power. After their duel, Nebula Grey notes to Mega Man that Regal left the island in tears, unable to cope with his latest failure, with Grey reflecting that Regal's attempts at villainy were always doomed to fail due to lacking the passion to commit to them, seemingly only trying to do evil acts for their own sake.
