Bomb Man is a boss from the original Mega Man. Dr. Light created him as a land reclamation and demolition robot, with powerful (and seemingly-endless) Hyper Bombs strong enough to blow apart any kind of rock or debris. This naturally enticed Dr. Wily, who reprogrammed Bomb Man into a battle robot.
In Make a Good Mega Man Level, he appears as an NPC inside Dr. Light's Lab. He appears again as an NPC in Make a Good Mega Man Level 2, this time as one of the patrons of the Chateau Chevaleresque. In Make a Good Mega Man Level: Episode Zero, he fulfills the same NPC role he does in MaGMML2.
Bomb Man was added as a devkit boss in the Megamix Engine, and was subsequently included as such in the devkits for all games using it. His first appearance as a devkit boss was Make a Good 48 Hour Mega Man Level, in which he is the boss of Hopping High Above Danger and Bunker 20XX (alongside Toad Man); he also appears in a reskinned form as the boss of Abandoned Mine. In Make a Good Mega Man Level 3, however, outside of reskins and a modified version, Bomb Man's only appearance as an unmodified devkit boss is in Rec Man, as part of the Remnant Rumble.

Battle
Bomb Man is a somewhat simple boss. He will hop around his arena in an attempt to get far away from Mega Man and throws Hyper Bombs at him whenever he lands. He throws them in volleys of three at a time, and the bombs explode on contact with the ground. The explosion radius of the Hyper Bomb is very big, making it somewhat harder to avoid.
